Velvet Scarletina is way too op, a realisation. Yeah, sure, she's a cute lil bunny, that everyone protects (must protecc!) but during the fall of beacon she was killing giant robots all over. And it was right with the Vital Festival, what means she just saw a bunch of different people fighting and was able to take the pics for her weapons.

I don't think there is an in-world cannon answer. But if i had to guess, CRWBY wanted a faunus in the scene as Oobleck explained to the audience the history of the faunus. Given the lower budget of the earlier volumes, they probably used Velvet since it was the only faunus model they had at the time.
